Um...before I answer the rest of the telepathy section, I think we need to hash out whether she can sense thoughts/emotions/etc of NON-ORGANIC beings at all? At the every least even with Rowan's powers on full blast I think it'll be difficult, since Jazz is machine-based, and machines don't think the same way as humans do.

She's capable of tapping into generators to augment her abilities (except not on the boat, about which she will be unhappy), so machines aren't completely incompatible with psychic powers from her universe, and some psychics there have machine affinities. Still, she's not one of the latter. I don't think her telepathy will work beyond sensing "yes, that is a thinking being."
I think it'd be like an English speaker looking at a page of Chinese. You can tell there's meaning there, but damned if you can figure out what it is. She might be able to learn to "read" it with exposure, but that's a long-term plot.
Clairvoyance doesn't depend on telepathy. Telepathy sure makes it easier, though. In her home universe, once she'd met Jazz in person, she'd be able to use clairvoyance on him. However, the boat screws with things, and she's not as good a clairvoyant as she is a ( ... )

And okay, what you've laid out for Rowan's abilities when she's dealing with Jazz (at least) is good.
And yup, you can make clairvoyance work on Jazz. I've no preference on that either way.

THEY ARE SO BAD. I re-read them for the app and I was just .__.
Talents are such goody-goodies that once she calms down I expect her to end up using her powers for search-and-rescue missions and surprise parties. She is going to be Very Unhappy about how inconsistent and unreliable the boat makes her Talent, though. /plays tiny violin
