After his encounter with v-13, Zenigata had tried to organize a larger group of policemen, but they had proven stubborn and complacent, unwilling to stop v-13's rampage. It's true that he could convince a few to follow him at a time, and they were loyal enough for a while, but when it came to organizing a large operation, these police were impossible to work with.
So, Zenigata started training. Against the side of an abandoned building, he painted life-sized images of Lupin, Jigen, and Goemon. Off to the side, he painted v-13. The paintings were all really terrible, and the v-13 one was probably unrecognizable to anyone except Zenigata. Zenigata was there today, adding bullet holes to each painting. This activity had occupied a lot of his time over the last few days, and seemed to be doing surprisingly well at keeping his mind sane. The v-13 painting and the Lupin painting each had about as many holes as the other.
