How to respond to wait list notification?

I am posting again. I think I am addicted to this forum.
Here is my question: I've just received notice that I'm waitlisted (my second waitlist - no rejections or acceptances as of yet. This is like flipping a coin and having it land on its side, twice. Rosenkrantz and Gildenstern anyone? Anyway :))
So as opposed to the previous university who said that those on the waitlist would not be funded, this one gives hope. They say I am placed high on the waiting list, and sign the email by asking me to keep them posted about my status and my interest in their university.
So I see this as a request to impress/suck up? Am I wrong? I don't really know how to respond to this email. Am I supposed to actually tell them that it is my top-choice, even if it isn't (seeing as my top-choice has me waitlisted as well)?
Will the fact that I have not yet received any offers from other universities hurt or help my chances? 
Any suggestions about what I should include in my response will be greatly appreciated....as it seems that eloquence and etiquette has flown out the window, together with my sanity.
