Writing Sample Question

Is it acceptable to submit two papers for a writing sample? There is a relatively short (7 page) paper that has a strong thesis and great research that highlights the area of focus for the grad program or there is a good length (15 page) paper that was written more like a term paper/research paper (not really an argue/prove your point type of paper, more of a this, this, then this happened type of paper) still in the subject matter, but not the chosen area of focus. If it matters, the applicant is applying to a history program that wants to see samples between 15 and 25 pages, so both together would still be under the limit. (Deadline for the app is Monday and school offices/libraries are closed until then, so expanding the one paper by 8 pages is probably not an option at this point). If two papers are submitted, should there be some sort of an explanation offered?
