Do you mention this on your resume/SOP and if so, how?

i put it in my cv/resume under awards/honors. i dont think it needs to be mentioned in the SOP

I put it on my resume near the top under education, but everyone's resume is different. I also agree that it doesn't need to be in the SOP because even for schools that don't require a resume, it should still be listed on your transcript. My general rule of thumb is that if it appears on at least one part of your application, it doesn't really need to be mentioned on the SOP, although every school needs to be handled individually.

Can I leave my "minor" out of my resume? It lists the minor on my transcript.

It's up to you. Like mysticblossom said, everyone's is different. You can list it, but no one really cares. The adcoms will see which courses you took and what your major/minor is on your transcript.

Next to my GPA on my resume, can I put "CGPA"? Is CGPA understood as cumulative GPA by most, and common on the resume?

I've never heard of "CGPA". I review resumes at my job and usually all I ever see is "overall GPA" or "cumulative GPA". Only sometimes people will people put their major GPA.

It depends, I think. It was on my transcripts, and in any case pretty obvious from my GPA. It felt redundant and self-congratulatory to mention it again in either the SoP or CV. And I would rather draw the ad-comm's attention to other skills/experience/achievements. For my programs, the dean's list, per se, is hardly that important. I guess it really depends on what you want to emphasize.
