I'm thinking to apply to an anthropology program (PhD). Do you think around 1200 GRE (around 600 Verbal n 650 Quant) points is enough for an international student? I'm considering universities like Harvard, Yale, UPenn etc. Thanks for the help in advance.

For my field, at least (and my field is definitely NOT well funded as a general rule, though most of the top schools do provide for their students)...top candidates will be plied with money regardless of how much is sitting in their bank account/trust fund. The one exception are the schools that choose to fund all of their candidates equally (and yes, "all" includes the international students). In those cases, the funding is generally at least sufficient to cover living costs.

Not necessarily. While external scholarships (outside of the program, or outside of the school) can be difficult to come by, many non-ivy/public programs offer internal fellowships, scholarships, and/or TAships. I'm not sure that those are "harder" to get in your field, versus...say, the sciences. It seems that the actual amounts are lower for the humanities (but that's just a guess), but it's still sufficient so that you shouldn't starve.
