I've always heard single-spaced. The reasoning, as I understood it, is that its not an essay one needs the space for grading, so it's more professional single spaced.
I assumed double. That's how I've written everything since, oh, 5th grade and I'm assuming that's how things are to be written in grad school. Also, I'm applying to psych programs so I'm doing everything in APA style -- which means double-spaced.
Methinks this community needs an FAQ with community consensus for questions like this.
In general, assume double-spaced. However, if they don't specify, you can usually get away with single-spaced if you need to. If it's really important to you to be sure, call the graduate secretary. They will not (and cannot) put a black mark on your application for asking small questions.
I used single spacing unless otherwise stated. I needed the room and I only use double spacing for editing/commenting purposes usually? Who knows though!
