loans question - outside loans

Excuse my ignorance, but I never had to do this with undergrad.

I'm 95% sure I'm going to get into the MA program I applied to. I know I won't get a TA position right away, since I'm applying for spring, and either way, I'll need loans. So, money. Do I wait until I get in, then apply for loans? Any specific places you got your loans (my bank doesn't have great rates)? How long does it take to get a loan after you apply?

EDIT: Yes, I've filled out the FAFSA. I was talking more about bank loans, or loans that you get yourself, outside of FAFSA- don't many people need these too? My FAFSA report says "You are not eligible to receive a Federal Pell Grant because you reported that you have a bachelor's degree (Item 28) or you are working on a degree beyond a bachelor's degree (Item 49). Your Financial Aid Administrator will determine what types of federal student aid you are eligible to receive."
I can't find where it says anything else besides the info I put in (tax info, etc).
