For Saber, it's not the matter of looking good, it's the matter of cosplaying as a character you have a passion for.
Now on to the good stuff:
If you can't get your hair to grow to get it braided get wig extensions. But if you do plan to get a wig, braid it and than sew the weft onto the wig and use hair pins and bobby pins to make it stay up.

I will be currently going to working on WoL's sword and armor so I'm going to be working with craft foam/foamies and something sturdy like cardboard and posterboard. They're thin and strong enough to hold things together. Hot glue in this is ur best friend. Just don't burn yourself XD; Find a strong dowel rod to use it as a support for the sword. You don't want your sword to be flipping dead before the end of the con.

Um...I'm going to skip the other two since I'm not a huge fan of their design. Sorry....
In regards to the contacts.....I wear non-prescription color contacts. Meaning, I run around the con nearly blind unless my character wear glasses.

Make-up nowadays to cosplayers are also essential but it doesn't hurt to get the necessity because Misty is a pretty model but beside the fact, you will eventually along the line will have to wear make up so it's okay to start get a few like foundation, mascara, concealer, eye shadows and eye liner (both liquid and pencil) it does help make your eyes pretty and bigger. (|D I'm kinda saying that because I'm avoiding using eye curlers and fake eye lashes atm.)

You can always check up on ebay, sometimes they will have deals for wigs (some with free shipping) or even Cosworx and yes...long wigs are hard to maintain. Make sure to keep a bottle of lotion or oil sheen handy to keep the long wig from tangling up so much.
