He flinches, apparently scared, then realizes it is only a child in front of him. Gives a look around to see if his parents were around, hiding himself more under the cloack, and sniffles before turning his head again to look at the child.
"It's nothing. I'll stop crying soon."

-lil!al nods, smiling happy at the response her received- Crying is no fun!

"It's..." he doesn't know exactly how to interact with someone, his only important person and friend was his brother "I... no, is not at all..."

-he decides to sit next to his new friend, one of his bunnies hopping over to sit in his lap- I'm America, but you can call me Alfred!

Looks at the rabbits for a moment, then nodded.
"Alfred... I understand. N-nice to meet you." How was his brother supposed to act with strangers? He was the best person in the world but he never saw him interact with other people.
"My name is Lovino, I'm South Italy."

It's nice to meet you, Lovino! -he giggles- I really like your name! Do you want to play with me?

"I... I like this name too. And your is cute too."
He isn't in the mood to play, not at all, but...
"Ah... I'm learning hide and seek." He was used to play with his brother "maybe you can help me find some interesting hideouts..."

learning it? -sounds confused, but then smiles- Okay! I'm the bestest best ever at hide and seek! -he stands up and holds out his hand- Lets go have lots of fun!

"oh.. well... I have to learn a lot of things..." he is the most confused here "So... show me how to play properly at hide and seek."
Hideouts, for a fugitive, would be a good thing to know.

He always played with Lovino so it was the first time playing with a stranger or... well, with a children.
"Yes, more or less is my first time playing" even because Lovino always let he win.

"how can I decide if a place is safe or not?"

No no! the safe place is where people that are hiding tag so they are safe. See, first you hide and wait. If you are found out or the seeker just takes too long, you can try to run to the safe place and not be it in the next round.

"Eh?" he nods "I understand now... so, I'll have to go hide myself now?" it was stupid, but if even a child was able to find him... his probability to survive aren't so high.
