It is off for anon comments, AFAIK, but LJ is fucked up and will make it show up most of the time anyway. :/

Not that anon, but just the time it takes to type captcha is quick enough for a namefag to post.

It was easier for anons to get the first comment back when, it seems, namefags didn't refresh constantly in an attempt to get it.

In fact I can't remember the last time an anon got it... and I'm pretty sure even then, the namefag/RPer? below them got more responses, pfft.
