Attrative naked people are nice. However, allowing public nudity to be legal would mean that unattractive people would run around naked as well.
That would not be nearly as nice. So, I kept public nudity illegal. To avoid the unattractive naked people.
If this hurts my economy or changes me from being a Capitalist Paradise, I will be quite put out.
