Atsuki has a lot of complex and weird abilities, but the most important ones are the ones related to his Lux Pain and collectively called Σ (SIG-MA). Namely, he can SEARCH, ERASE, and IMPRINT. All of them are directly co-related, so while the the game makes note of how different they can be, chances are that all of them will be okay'd or denied at one when it comes to your character.
To explain beforehand, "Shinen" are something like "thoughts" - basically, Atsuki is a telepath, but it works in a very specific way. He detects Shinen, which are thoughts which have a strongly correlated emotion. For example, if someone wins the lotto Atsuki might detect their joy and from that Shinen learn about them winning the lotto. Things like that.
If you character is literally emotionless then (like say a Nobody or robot) Atsuki wouldn't be able to read their mind. Also, Atsuki can only read the Shinen of living things, so if your character is inorganic or dead (like, again, a robot or perhaps a zombie) he won't be able to read their mind either. Emotionally repressed characters he should still be able to pick up the inner emotions of, as the spikes are relative to the character's normal emotional state, not any set panel.
Shinen can also be left behind in a particular space if something important happened there. For example several times in game when someone is contemplating suicide or murder, they will leave what is called "residual Shinen" floating in the "air" in the area that they were having these thoughts. These are usually non-invasive, as Atuski can only make a correlation as to whose thoughts these residual Shinen came from after he reads a Shinen directly from the person.
SEARCH: This is when Atsuki probes either a person or a space mentally in order to find Shinen. He seems to be able to feel Shinen personally, but only when they are close by (the maximum range for residual Shinen seems to be about thirty feet and for personal Shinen about ten feet). While searching his right eye glows gold, but he has a black contact lense over it, so no one should be able to notice anything other than him staring at people. However it is important to note that "SEARCH" will take three seconds or less, it seems like. No one ever seems to notice when he does it unless they are telepathic in some fashion themselves.
ERASE: This happens when Atsuki searches - he erases the ambient Shinen in the air (in the case of residual Shinen) or at the top of someone's mind. In doing so, he frees them from the form that they are in at the time. It's unclear if he absorbs them or just condenses them or something, but the game calls it erasing, so.
IMPRINT: This is where Atsuki actually does the mind reading. This only happens in the case of personal Shinen, as residual Shinen Atsuki seems to be play back in his own head, which is why they are often weaker and have less meaningful emotions/thoughts. Anyway, after the erasing step Atsuki then imprints the Shinen back into the person he erased it from, allowing them to become proper thoughts which he is then able to read though the use of the Lux Pain in his left arm... somehow. He doesn't touch the person though. Anyway, imprinting allows him to read the Shinen, but doesn't cause the person who gets imprinted on to think the thoughts a second time or anything.
ITEMS: Sometimes, when Atsuki had erased/imprinted two heavily correlated Shinen they will then merge into something which is coined as an "item." This new combined thought often is much clearer than both of the original Shinen and gives Atsuki a more complete picture of what is going on with the person in question. In-game this also often leads to a battle with a Silent, but I doubt there are any Silent here in Luceti or anything.
Anyway, this whole process amazingly seems to take less than about ten real world seconds, and the person who is search/erase/imprinted will tend to feel slightly disoriented afterwords - their chain of thought will often be broken and they usually try to change the topic or grow apologetic. However, this is most likely because of the fact that Shinen are often associated with really strong emotions and as such someone had a bit of an outburst to prompt him to use his Σ at all. In the case of particularly murderous or otherwise destructive Shinen they also will tend to "come to their senses" after he messes with their head... but again, that relates more to Silents than Shinen.
When Atsuki uses Σ, little "mind tentacles" [SEE HERE] shoot out from his ring up to his head, all along his left arm. No one in-game seems to see these, but I'm going to go out on a limb and say that other people with telepathic powers might. Thus, only other telepaths/empaths/whatever would know anything about his lux-pain like that - even if he tends to wear long sleeves. His right eye also glows gold, but he almost always has a black contact lenses over it so that no problem either way.
To clarify only other telepaths (or something similar) whose powers are naturally from their bodies/mind should be able to see them. Not just any magic-user or whatever. It should be oddly specific.

gray = cool (neutral?) [+can also refer to emptiness]
blue = sadness (sorrow)
purple = laugh (amusement?) [+also used to refer to irrationality and condescending laughter]

black = Silent-influenced [+black Shinen also seem to distort the Shinen in general]

Idk how to portray all of these per say, but this is a good overview of his powers. Now, with those explained, you can give him some permissions about if you're cool with Atsuki reading their minds and such. The following is some basic format goodness:
Do they have Shinen?:
Can Atsuki read their mind?:
Can they see Atsuki's mind-tentacles?
Please note that the first question is very different than the second. Because regardless of how strong their mental blocks are (canonically) so long as someone has Shinen they can leave residual Shinen for him to pick up. Unless he arrives less than twenty or thirty minutes later unless there was a very strong emotional attachment there's little chance of him picking up anything specific, so please don't worry about that. But conversely if they don't make Shinen at all, he can't read residual Shinen either.
To determine if a person has Shinen, you need to consider the following:
*Are they living? (Atsuki's Σ is stipulated to only work on living things. They can, also, in rare circumstances work on recently dead things. This means that if your character is a long-time zombie, robot, or inorganic/artificial he won't be able to read jack)*
*Do they have emotions? (Please note that even unemotional characters can have emotions, albeit muted. This section applies for characters that do not have emotions of any sort at all canonically (ex: Kingdom Hearts Nobodies))
*Do they have a soul? (This is less important than the others, but if your character fits the other two section but is canonically soulless, there's a good chance that Σ might not work on them. Σ technically stands for SIG-MA which stands for Signum Anima as in the fusion of soul and mind. This one is a judgment call on your part tbh)
*: NOTE- deaths in Luceti or prior to arrival in Luceti (unless they are currently "alive after death") most likely do not count for this clause as Luceti fully makes people alive again.

Okay so I'm adding this as a footnote this time: I really need people to help me out when you thread with Atsuki. In order to make things work with him, even if I don't prompt it in action script or anything I really need you to give me a running commentary of your character's emotional/mental reactions to things which happen or are said in the thread in question. Atsuki in-game literally reads the mind of everyone he meets (and aside from this is constantly reading people's moods while not reading their minds), and to play this accurately I really need people to work with me. I'm sorry for making it hard to thread with him.
I will link a legit youtube video when I can find one, there's an example of the use of Σ about half way through this video (4:30ish) but that's only when he ~reads~ mind. At many other points in the video you'll notice flashes or color in people, right? Those are the moods he's constantly reading. It's just a passive ability.
