Paolini said in an interview that he did not edit Eldest at all before he sent it to the editor. He was pushed for time, or something... took all day to name Thorn. (Named him on the last day too...)
Which I think is a dumb name. It's... kinda cheap. Thorn?
Anyways. As I see it, you write the book and print it out. LEAVE IT IN YOUR DRAWER FOR TWO OR THREE WEEKS. And then take it out. Take a red pen. Read the whole manuscript over, and then go over it slowly with your pen. Fix spelling, cross out paragraphs, write in new characters on the back of the pages. &c.
Open up your Word/Works window and start your edits.
Finish the edits. THEN send it to your editor.
Just my two cents on the editting process. Feel free to tweak it to your preferences.
