Take a step back, City, and consider this:
We don't even have a document of laws for the Warden to enforce. One's duties amount to "keeping the peace". As noble as that is, there ought to be far more involved. There are more crimes than murder.
I've little doubt that corruption will continue (especially if certain candidates are elected), but we need a little more than this to go by.
