Maybe someone should have told the writers what a nebula is?

Sure, he's a good oldfashioned villain. But he was also the captain of the old USS Franklin.
When the remaining crew of the USS Enterprise started beaming out, how come he or any of his cronies doesn't decide to check the old wreck?
In fact, why was it even left there at all?
Just... why did they abandon it and seemingly forget that it was there, full of usable technology?
