If by "fuzz" you mean one of the many slang terms for a member of any sort of law enforcement, then yes. The term is usually more synonymous with police officers, but I suppose it still applies. I'm a detective back home.

It would not be the first time I would have assisted in successfully disbanding a gang. Newly formed groups are far easier to break apart.

Yes, that is unfortunately a possibility and it would be foolish to assume otherwise. Though I believe the mere existence of an organization of this nature is more than sufficient to prevent petty crimes.
