Legacy XP was never the sole factor that made me want to set Legacies at High approval. I have asked for Legacies to be High approval since day 1 of the AAMST asking for input from the ANSTs on the various approval levels. I spent many weeks battling and pleading for Legacies to be set to High approval. At one point I even asked that Legacies be set to High approval and then the UK get permission to lower the approval to Mid since Mid approval in the UK is closer to High approval in the US. I asked this because I was relatively certain I would set Legacies to High approval in the US if the Global addendum didn't set it that way. Eventually, my requests were denied and the approval level was set to Mid in the Global addendum. I entertained leaving them at Mid approval, but I still had major reservations with doing that. When the system for Legacy XP was reintroduced, I quit debating the issue and went with my gut. I still believe that Legacies should be High approval even if the Cam was without the Legacy XP system.

This has always been my core concern. I believe that Mid approval will make Legacies too common. I realize Legacies should be relatively common things - at least more common than bloodlines. In my mind, that means 1 in 5 (20 percent) or 1 in 4 (25 percent) characters should be in a Legacy. I could even live with that number getting up to 1 in 3 (33 percent). My worry is that at Mid approval that number will skyrocket to 50 percent or higher once one or two years of play has occurred. Even given how source material suggests that Legacies are a thing more common than bloodlines, I don't believe 50 percent is what the book means to suggest nor a percentage that is healthy for game.

It still bothers me. I still see it as a system ripe for abuse. But it is not the only factor nor even the defining factor that prompted me to request Legacies be set to High approval.
Now, I was originally told, and originally read from emails where the approval level was being discussed, that the legacy XP was the main beef with them being at mid approval. I've now read more, I do understand more why they were set to high approval instead of mid. Now, I don't personally understand why when you have to put it in the DB either way, you can't just set it to "high" approval instead of "mid" and call it good and move on with your RP, but that's my personal opinion, and I know it's not everyones.
Now... one of the main reasons that I feel that people are aggrivated by the decision is the standing stereotype that you must fear high approvals. However irrational some people may feel it is, it's all too true. Those RST people are scary and unapprochable. ;) I remember thinking that when I joined the org... it was very intimidating to go for a high approval, and you only heard the horror stories of denials. I am sure there are still many members who feel the same way still. I am sure it's not the only reason people are upset, but it is adding to the uproar. So while I understand that feeling, it's not my own anymore, but it used to be.
