Browser-only OSs

Years and decades of internet use by novice computer users has made browsers quite robust to malware adding attempts. If the computer has only one UI (user interface) in the form of the browser, further messing with the OS (operating system) becomes impossible (or potentially so). I am mentioning this because I think my OS design goals and programming language learning needs will have to happen via small tablets due to my disabilities (and potentially living mobile or in shipping-container-sized off-grid buildings). I downloaded an art creation app, the only one natively available on Amazon Fire tablets, and the reviews are correct... Terrible but better than nothing. I have seen indications that browser-based art creation websites exist so I should look into that side of things. One of my website/transmission technology goals is to create images based on text (not AI as we know it though) for low data rate internet access via low frequency radio connections (like the band that pagers used to use). This could reduce the technological limitations of mobile devices and devices made for disabled humans or animals using the internet. Of course I am thinking of limiting the text to my 2⁴=16 character language (likely 12 letters and four symbols including blank). I will look into ways of using HTML5 standards to add and implement XML... definable markup languages. An xml for making multilanguage websites would be the primary goal and webcomic UI as a test case for all these mentioned technologies.
