so I was looking into the school that I want to go to, UPenn, and i found this on the website:
All students are guaranteed support for four years, the expected length of time necessary to finish the Ph.D. The support covers full tuition and a stipend of at least $20,000 per year (including summer research and teaching). Every year a serious effort is made to increase the stipend.

but there are only 59 students in their program. very selective, so somewhat doubtful that I would get in, but still possible
