Due to an influx of... sudden migration between certain areas the WRO have set up Refuge areas in Midgar and Northern Wutai. Amnesty officers and specialised counselors will be on hand for new arrivals to both areas.
Kira, it seems that more people wish to speak with me. I would prefer that you do not let anybody in the apartment build, unless I grant access.
