As a heads up, the randomizer service that this TCG uses has now imposed a daily limit! Basically, this is that randomizers are only allowed 2000 daily hits.
The third option seems like the best choice as no one spends for anything, especially the members! Though it could be quite a hassle since there is a limit. I don't mean to offend anyone, but there are going to be impatient people who would want to get their cards the very minute they get the notif for prizes and whatnot so that might be a pain to a bunch of people too. Though if it really cannot be helped, then everyone just has to be patient with the randomizers if the hits exceeded before they could get their cards.
What nyarmar said regarding the first option is kind of good too. People who donate could get cards (or certs, I guess?) in return for their donations and all that. And if we ever get to push through we this, we could probably just limit the donations to a certain amount so everyone can get a chance of donating (if they ever want to!) and take the incentive or whatever :(
I don't wanna be annoying but I just want to warn you guys. If you are going to give people cards for money. It might sound silly but this is basically what is it. Then you probably might have to consider to take the Lucky Lucky Lotto down. Because this is considered gambling. Because it is not sure if you win something with the game and people will use the cards which they technically bought for real money. You will need gambling rights for this to continue. It is okay to continue but if someone sees this and that someone reports it (what I don't think anyone will do who plays the game) you will get in trouble. Don't want that to happen ofcorse.
It's not really gambling unless the players profit from it? And not profit internet meme profit, but get money out of it. People donate to Gendou.com to download songs, or people buy paid accounts on LJ to get icons, so.

You might be right about that, but think as it of this way: Also people who donate money to gendou they will get songs in return and they will not loose them(unless their computer crashes or something) and people who pay for they lj account will get something higher back in their account options towards the other users. (They cannot bet those options)
Just sometimes it seems different then it is. I was in another game where they did something like this. They thought it was all okay untill someone reported it and had to close the whole thing down. They had to pay a little fine too. I am just telling to be care full about this.
(maybe a silly example, with neopets they had this games which you could use your neopoints in to win or loose neopoints. But since they made neopoints buyable. They closed most of those games. You can see the cards in points as this)
I have to agree with headshot here. This still seems more like a charity than actual gambling to me. With gambling there's a chance that you won't get anything in return or you'll lose your money-- but this is different. All you're doing is donating a small amount, and by doing so you can get an incentive.
Well I am just saying this to warn you guys. How silly it may sound the world has strange rules. Just keep this in mind. It is up to you guys what you want do with this.

Actually, living in a state with legalized gambling, that's *not* how it works here. If people pay for the chance of winning something, gambling laws might apply. (I'm not sure that the Lucky Lucky Lotto game would apply if the card purchase isn't directly related to it.) And the presence of money may not even be key; I have real-life experience with someone who ran a yearly raffle in her store with the prize being free product, and she ran into a similar question - where people were using their buy-ten-get-one-free cards instead of straight cash - and there wasn't enough in existing case law to indicate it was or was not okay
