Yomiko Readman is the different one - the remaining three make up the Paper Sisters who work as a team.

To get more detailed:

Only Yomiko stars in ROD OAV - the others are in ROD TV.

Yomiko works/worked for the British Library; the sisters were employed by Dokusensha.

Yomiko is a *natural* Paper Master, while the others were genetically modified.

Yomiko is the oddball because
- She is the main character in ROD novel, manga & ROD OVA, while a supporting character in the Read or Dream & ROD the TV
- She is also is a woman of English and Japanese descent.

While Michelle Cheung, Maggie Mui & Anita King are
- From Hong Kong & a part from Three Sisters Detective Agency, also known as the "Paper Sisters."
- Absent in ROD novel, manga & ROD OVA, but they are the main characters for Read or Dream & ROD the TV

ok so... lets see if I can figure this out (after only seeing 3 dvd's....)

For starters:
Anita King (Top Left)
Michele Cheung (Bottom Left)
Maggie Mui (Bottom Right)

are all sisters, Paper Sisters, all 3 can manipulate paper like Yomiko (top right) but Yomiko is 'missing' and therefore not the main character of the TV series. Yomiko is a very strong Paper Master while each of the 3 sisters specializes in a specific area of Paper Mastery.

Anita = (cutting) blades with paper + martial arts
Michele = ranged weapons (bow&arrow, etc)
Maggie = paper familiars she can manipulate + good defense
