Pet Ownership License Proposition?

Hello, I don't post here much, but my name is Salem, I consider myself an animal rights activist (though mostly for issues that personally concern me, which is why I rarely post). I was looking at a topic on a forum about the effects of spaying and neutering dogs, and someone had posted that it infringes on their rights as a responsible pet owner to be forced to spay or neuter their pet.

This is what I replied: "Rather than there being laws and regulations to force people to neuter or spay dogs, there should be licenses for which a pet owner may apply for. Complete with a criminal background check for animal related crimes, credit check to see if the owner is capable of financially supporting the animal and any offspring it may have. They must also take a written test in order to show what they know about the breed and correct ethics for training, breedings and raising a dog. This should ensure that this country only allows fully responsible owners to not just be able to own unaltered dogs, but to be sure the owner is doing it with care being their top priority, not money and will not abuse or neglect the animal(s) in any way. In fact, I believe it should also be instated in order to prevent people who shouldn't even have pets to begin with be able to legally own one. And breaking that law should result in federal felony charges for public health and safety regulations.

I was just speaking to a friend about my post and I came to the conclusion that I would very much like to make this into a formal proposition for the U.S. legislation, as well as all animal rights organisations in the united States (specifically the ASPCA). I have a very good feeling about this proposition and it's potential success in reducing the need for shelters and cases of animal abuse and neglect. Maybe even start a petition for instating this as a new law. If you agree with this, I would like your support and input on it. I'm going to need to reword this and make it longer in order to propose it formally, but I'll need help with it. Thanks."
