I'm going to stay until the house is full, then I'll move to one of the other safehouses so they can bring more people there. We can't risk overcrowding one home, in case they do make it in.

Good thought. [He really wasn't expecting that many people, but now that he's talking to Break, Sokka realizes it might be a hasty assumption.]

I haven't seen Toph, either. [And now he's getting antsy. He can think of about a dozen people he's met since arriving that he'd really love to know the whereabouts of, but he sticks here with Break for now. It won't do anyone any good if he abandons the safe harbor being offered just to seek out lost souls.]

This is crazy! No one should be out there, let-alone out there alone. [And he sincerely doubts Zuko and Toph went together, wherever they are.]
