Everything that you wrote about schools is specific to your particular town, but not to mine, for example. Schools are financed locally in the U.S. We have crossing guards, school buses, our student to teacher ratio is kept at about 22 students/teacher, school buildings are constantly being renovated - everyone knows about our high school, we just had one of our elementary schools renovated, and others are in the pipeline. The other stuff is also applicable to other states, like low salaries and no social support.

I'm glad you're so entertained, but you were referring to MA towns, and my town's experience is clearly different. Newton North got only about 50 mil from the state, and that was just a great timing on the part of our mayor to grab the money when it was available - they changed the process for this kind of grants afterwards. But the rest was paid through taxes and debt, which we will be paying for.
And now, looks like all the towns go through this agency for the babkis:

I don't see why a town would not apply for state funds to improve their public school buildings. If that's the case - your town needs new elected representatives.

В нашем штате crossing guards - это родители-волонтеры, я вообще не в курсе была, что это может быть оплачиваемой работой. У нас вообще какие-то гигантские expectations по поводу волонтирящих родителей, в этом году вообще охренели - им теперь нужен волонтир - liason между классом и PTSA. Плюс теперь в школьных кружках, за которые мы платим деньги, должен торчать родитель-волонтер, иначе дистрикт не разрешает проводить занятие.

Я пока про нашу школу особо много не знаю, но 22 ребёнка на учителя плюс помощник в каждом классе, автобусы есть. Правда К платный
