It's a sample of a new project by Jamie Smart, who's responsible for my pissed off bear icon:

This is from his comic Bear, who's three main protagonists are an overintelligent teddy bear who also happens to be a dashing WW1 hero, a completely psychotic cat (even in cat terms) called Looshkin, and their idiot stoner human. It's kinda Tom and Jerry meets Ren and Stimpy via Johnny the Homicidal Maniac, and is fantastic..
Anyway, it looks like this strip is essentially going to be Looshkin-as-a-kitten... fab!
