OK, I may be completely off but this is what I'm guessing.

You know how some people pay shady companies to improve their website's ranking in Google? So Shady, Inc. creates websites or blogs, includes a link to the ranked website, and also adds a ton of random text to fool Google into thinking the web page is legit.

Of course, it's hard to come up with new random text for each link (and they need new text to bypass Google's filters) so they harvest stuff on preexisting web pages, pass it through a translator or synonym-izer to avoid plagiarism detection, and paste it into their own pages. Voila! Instant webpage containing a client's link, now convincing Google that the client has been linked by a legitimate website.

As for how they found your story, no clue. Maybe it was featured on the front page of LJ and they harvested it there?

It's probably a bot. But I prefer to imagine that aliens acquired the fic, translated it poorly to understand it, then reposted it on their blog translated back to English as homework or something. Oh! The aliens used the fic to teach their alien children how to write in English. I dunno...making up crazy explanations is HARD...
