Erm...its official Privy Council name since 1992 was 'University of Central England in Birmingham' which was shortened in 2005, for marketing purposes though not officially, to UCE Birmingham and then lengthened back again earlier this year when they had a vice-chancellor who didn't like it very much. But Birmingham has always been a part of its name so...what's the need for change?
Admittedly I haven't paid much attention in the last half-decade or so, but I certainly don't remember it using 'University of Central England in Birmingham'. 'UCE' was most common, with this initialism occasionally expanded on (and therefore the 'in Birmingham') being omitted.
