Basically, the 80s onward building is ground with a few basement levels. GLaDOS's chamber is on the ground floor, as evidenced by the fight with Wheatley and the moonshot. There are test chambers there and below, and they go pretty far down. Floors and walls are mostly just panels, which allow the building's actual interior to be restructured constanly; the few actual rooms appear to still be movable. Probably the only stationary ones are the offices and GLaDOS's chamber.
The lower levels are from before GLaDOS's creation, so she has no connections or cameras down there, but they're at least a mile down.
As far as Wally and Danny using their powers, it's one of those things where practical limitations make the most sense. The first thing GLaDOS would do to prevent them from getting out is rearrange the building. I figure one or two false starts into bottomless pits or incinerators would prevent them from trying too much. Arguably, Wally is quick enough to avoid most of these issues, and if Danny can levitate by this point, he'll be safe from a lot of things too. So they could probably manage to escape, however narrowly.
The real limiting issue here is that they'd only be able to take the others one at a time, and because of the potential to constantly shift the structure's interior, it would be very, very easy to lose the rest of the group entirely. So I don't think those two would risk leaving the others at the mercy of an insane AI. They'd be more likely to use their powers to help the rest of the group and try to escape as a team.
Danny can't levitate at this point, no. :) Right now his only power is intangibility, invisibility, and (possibly) overshadowing, none of which would be very useful in this situation (unless he were to try to overshadow GLaDOS and take control of the facility, but I have no idea if that would actually work.)
