Yes. It's not common. As, someone else said, universities and schools do all the time. It depends on the size of the force needed, the size of the population in the local area, and a whole bunch of other stuff. You don't, really, just up and get a police department. You have to show you need it. But, something like this isn't at all uncommon in many southern states.
That said, what's going on in this case, specifically, seems really fishy. They are using a state amendment to get this done and, from the looks of things, fund it. That is not at all how this normally works. And, they might have a church and state issue, if anyone wants to challenge this.
The US is funny. Depending on the state, you can do a ton of Federally illegal stuff right until someone challenges it. NYC, for example, has used public funds for Jewish and Islamic schools for decades. They get away with it because of how funds are dispersed and that no one has brought a challenge, to the law, that substantively negates the practice. It's complicated.
