Around here, that typographical choice would suggest that Cabbage is the name of a town in the state of Oregon.

I love that I was able to establish very quickly that there is in fact a Cabbage Hill in Oregon, off the I-84 in the NE of the state. There's also a district in Atlanta, GA called Cabbagetown, and a district of the same name in Toronto, ON. But nowhere called just Cabbage. Dammit, I'm starting to believe that story isn't entirely accurate.

Punctuation choice, I think: if it were written “...the Cabbage; OR: Poor ...” there would be no confusion.

Decapitalizing the OR would work even better, at considerably less violation of customary practice.

I dunno; the capital OR is a pretty common Victorian-era affectation.
