Class differences
Obviously only tendencies, and generalisations. But the lack of understanding from people of one class to another is frequently a barrier to actually fixing problems. If you're middle class, and think you can fix the problems of the poverty-stricken while expecting them to behave like middle-class people, then your solution is doomed to failure.
