In other news, thanks to all the brilliant responses I received, and I use that word lightly, it seems to me like what this place wants is a vendetta system of justice that'll let people keep trying to settle their differences with one another while the peace officers protect the uninvolved.
Why the hell not, I suppose. It's not like we're ever going to find real peace in a place like this. It's not homogeneous enough, and people don't like what's got more power than them.
