They have stopped allowing new people in, and people are still leaving. Perhaps something has changed.

They have curbed the arrival of people and yet people still leave. Perhaps they seek to decrease the population.

I'm not sure of that. . . each building still has several unoccupied floor. Would the Malnosso expand places that they weren't planning to fill?
