Hello. I don't believe we are are acquainted. My name is Mio Hongo, and I am the Acting Commander of Torchwood Chicago.

Traditionally, Torchwood has handled most matters regarding law enforcement and security (among other things) among the Wanderer community. However, considering how Torchwood is perennially understaffed, I would not necessarily be opposed to splitting off police duties into a separate unit.

It would also be good to have Torchwood and a police force separate in that sense. Jack wouldn't let me join Torchwood, because he said the community needed a leader to look up to and people would fear the enforcers. He said they didn't need leaders who were enforcers and that Torchwood was set up to deal with the worst and that they work from the shadows in that sense. Perhaps doing what needs to be done no matter what that means.

The police force could then be more out in the open with that work that they do. They could use the laws that Rachel and I set up together a long time ago to solve wanderer related cases as well.

There's enough police work to go around in this city at any rate, and most of it is ignored by the actual police because they involve wanderers.

I would definitely love for the force and Torchwood to work together on occasion. I've been here for a year, but I definitely don't have enough experience with the supernatural or alien to handle a certain level of cases.

I was thinking that the force could be for a bit more of the ... mundane end of things. More of the day-to-day kind of stuff.

I would love for it too, and I think it would be very important in some of the larger cases where we've got murders for instance. It would be best for all involved to use as many resources as possible.

Yes, I think that's what is needed. As I said, it was initially Jack's intention that Torchwood be what can work in the shadows.

I don't think you did bad at all. Anyway, it is something that you can grow into to a certain extent, and I really appreciate this as well.

Jack was right. I've tried to make Torchwood a more open organization since I've been here, but ultimately, a lot of our work needs to be done in the shadows. Out of necessity, my focus has mostly been on external threats and threats to the community as a whole. It's unfortunate, but most of the time I just don't have the time or the manpower to deal with problems on an individual level, at least not any more.

Obviously, we are going to need to work out at least guidelines for jurisdictional issues. There are a few things that I would like Torchwood to maintain at least nominal jurisdiction over, but I think it would be more effective to discuss that topic in person.

Yes, I understand why that would be necessary as well considering that the police force has not been built yet, and Torchwood have been the only enforcers around. However, I think staying with Jack's intention would be important, because you can freely do your work within the shadows this way and I understand that it is necessary. While the police force is there for the other concerns and what they do is need to strictly adhere to.

Guidelines are certainly necessary. I leave those up to the two of you, and if you need any assistance or weigh in from me, let me know at any time.

To put it in a single sentence, Torchwood's mission is the protection of the Wanderer community. Of course, given the complicated and constantly shifting nature or Chicago supernatural politics, the ways in which that mission is implemented are always changing.

That does. With the force, though, I'm hoping to work less on a big picture level, and more on a one-on-one basis. Not to say that I'm not for combining manpower if we need to for larger problems, but on a general day-to-day basis, I want to try and keep things small.

That actually synergizes quite well with Torchwood's work. I try to make sure that anyone who comes to me with a problem is helped in some fashion, but it's really just not possible with them manpower I have now to spend a lot of time on individual problems. My responsibility, first and foremost, is the community as a whole, so sometimes that means that individual disputes have to take a back seat to that.

...Come to think of it, there used to be a division called Tourchwood Four, which was a bit like an auxiliary unit annd whose mission it was to deal with things like this. It's been effectively dissolved since all of its members disappeared during the Riftquakes last May, but it would certainly be possible to reactivate it, if you so desired.
