How about something that's not the Rift making everyone blab their business?
[starting off with a joke? at least he tries]I know a lot of Wanderers have come through recently, and while I try to talk to a lot of you, I can't always. Regardless, my name is Detective Don Flack, and back home I used to work for the New York Police Department. I'm

Hello. I don't believe we are are acquainted. My name is Mio Hongo, and I am the Acting Commander of Torchwood Chicago.
Traditionally, Torchwood has handled most matters regarding law enforcement and security (among other things) among the Wanderer community. However, considering how Torchwood is perennially understaffed, I would not necessarily be opposed to splitting off police duties into a separate unit.
If at all possible, I would like to have a meeting in person. You can find my contact info below.
Regards,
Mio Hongo

The police force could then be more out in the open with that work that they do. They could use the laws that Rachel and I set up together a long time ago to solve wanderer related cases as well.
There's enough police work to go around in this city at any rate, and most of it is ignored by the actual police because they involve wanderers.

She was amazing, wasn't she?
Rachel.
She would be so pleased you were continuing her work.

I was thinking that the force could be for a bit more of the ... mundane end of things. More of the day-to-day kind of stuff.

She really was. And she was better at this addressing the masses thing than I am.

Yes, I think that's what is needed. As I said, it was initially Jack's intention that Torchwood be what can work in the shadows.

I don't think you did bad at all. Anyway, it is something that you can grow into to a certain extent, and I really appreciate this as well.
If there's anything you should need from me, let me know. I'd do whatever it is to the best of my ability, and I'll send people and potential cases your way.

Obviously, we are going to need to work out at least guidelines for jurisdictional issues. There are a few things that I would like Torchwood to maintain at least nominal jurisdiction over, but I think it would be more effective to discuss that topic in person.

Guidelines are certainly necessary. I leave those up to the two of you, and if you need any assistance or weigh in from me, let me know at any time.

Yes, I was hoping we could try to come to some sort of agreement on how cases would be distributed between this new police force of yours and Torchwood.

[ Mio Lecture Mode: ACTIVATE! ]Of course, there is the obvious: Torchwood is the holder of the lease to the Kashtta Tower, which is the residence of a large portion of the Wanderer community, especially newly-arrived ones. With help from Ms. Jones and her staff, we provide lodging, food, clothing, and other basic needs free of charge to Wanderers and any other member of the supernatural community who is in need ( ... )

...Come to think of it, there used to be a division called Tourchwood Four, which was a bit like an auxiliary unit annd whose mission it was to deal with things like this. It's been effectively dissolved since all of its members disappeared during the Riftquakes last May, but it would certainly be possible to reactivate it, if you so desired.
[slightly plotty voice] There would be a number of benefits to doing so, especially in terms of access to financial resources and equipment.
[ Despite everything she's been saying to the contrary, deep down Mio actually feels a bit threatened by the idea of having a police force. If they ( ... )
