Welll...I don't have any straight Marvel OC's...but I do have a HEROS character generator that I used to write up all the NPC's for my own political supers campaign. Which is mostly a cheesified version of the more comic-booky version of the Marvel Mutant Registration storylines crossmixed with Wildcards. Since they're long bios I'll only list one or two here, maybe I'll post more on my own LJ.

The Libertarian:
The Libertarian is an aging hero from the sixties known for rather extreme political views. While he often worked for social good, his greatest aim was preventing injustice and increased government control in the name of 'the greater good'. During the Nixon years he was labeled a political subversive and his secret identity was 'outed' during the infamous 'capegate' scandal in which a list of FBI monitored supers identities was leaked to the public. Since then he has somehow survived in his 'secret' lair hidden amongst the huge mass of uncataloged equipment in the Smithsonian. While the occasional tour group does stumble across him in his underwear, the government has long since decided the cost of actually organizing the Smithsonian and all it's warehouses is unjustified simply to find him.
The Libertarian is devoutly devoted to what he considers the American dream, but often finds himself dissapointed in the actions of the government. A man of very moderate actions, he has often been targeted as a subversive due to his outspoken, and well spoken, views. An fairly introverted man when not discussing politics, he spends most of his time studying or working on his array of gadgets. As he grows older he has spent less time patrolling for crime, but does still respond to calls for assistance in time of disaster, super villian attack, or need to get the vote out.

The Libertarian is a gadgeteer. Unfortunately, like himself most of his technologies are becoming somewhat outdated. What was super-science in the early sixties has become somewhat unwieldy with time. For instance, the super-advanced 16-track tape recorder installed in the LiberCopter. Or, well, the LiberCopter. On the other hand, the run down nature of many of his gadgets makes it easy to hide them amongst the other objects in the Smithsonian.

Dead Boy:
John Deder was a young man who never managed to make anything of his life. During an armed robbery he jumped in front of the guns of the attacking thugs to save the cute coffee girl he'd never had the courage to talk to. Less than ten seconds later he rose up from the ground once again alive. Over the next several weeks more such incidents occured, including being hit by a zamboni, trampled by show ponies, and a mysterious urban wheat thresher. He soon realized he had the power to heal from any injury, and with that power he could...well, um...not much really.

Indeed! Mysterious urban wheat threshers claim more lives every year. It's tragic, really.
