Some sort of Carribean Waterworld with flying islands

I think I'd missed (or forgotten) the announcement that Dark Sun will be the next 4e setting, so that's exciting. It's disapointing to see that he has no love for Spelljammer, but c'est la vie.
In thinking about which setting I'd like to see next, I came up with the titular line. I'm imagining Waterworld meets Pirates of the Carribean meets Avatar's Hallelujah Mountains meets Jules Verne; water-ships, air-ships and submarines; Steampunk, Swashbucklers and Santeria. I think SotC or Swashbucklers of the 7 Skies might be better systems for this than 4e though.
