I think Amon is a necessary force at the moment, since it does seem both that the Republic City government and jobs system systematically oppresses non-benders, but I'm still willing to bet that Amon himself is a complete liar and nutjob grabbing for power. You know, like Mao. Him winning would just be disastrous for his own people. Not sure when the genocide would start, but I honestly wouldn't bet against him starting before his revolution even finished.
It also seems like some of the reverence for the great heroes of the war is what has led them to this point. The government was designed by the Gaang, but it's obvious that it's clearly in need of reform. What sounded like a good idea 70 years ago just doesn't work today, but people probably feel like anything Aang did can't be questioned, and obviously this is leading to resentment.
I'm figuring there will be a third way. Since their bending is connected to spirituality, there's no reason for this non-bender/bender divide. Their bending is a cultural artifact that can be learned by anyone.
