History:
The wiki doesn't cover up to her canon point, so I'll briefly summarize what happens next:
Believing that her 'employer' was dead, Eruka returned to a carefree life, only to find it rudely interruped once more... by a resurrected Medusa in a much younger body. Medusa press-ganged Eruka, along with Free and the Mizune sisters, into infiltrating Arachnophobia-- an organization formed by her older sister, Arachne.
Surprisingly enough, for once Medusa's goals coincided with those of the Death Weapon Meister Academy, leading to an unlikely team-up between Medusa and the Meisters from DWMA. Eruka assisted in destroying the magic locks which prevent the DWMA students from entering Arachne's throne room. Once Arachne was defeated and Medusa's true motives for wishing to defeat Arachnophobia were revealed, their temporary alliance ended, and Eruka was at odds with DWMA once more.
Black Star confronted Crona while searching for Medusa's trail. Even with a body altered by Medusa's experiments with black blood and madness, it turned out that Crona was still too weak to defeat Black Star. Realizing this, Medusa sent Eruka and Mizune to create a distraction and extract Crona before Black Star could deliver the killing blow. While the Mizune sisters and Crona went in for the kill, Eruka remained at the sidelines, paralyzed by the sudden recognition of Black Star's strength. Desperate to get away, she let loose a barrage of bombs which provided enough cover to let Mizune and Crona escape.
Unfortunately for Eruka, she didn't manage to do the same. With her life at the mercy of DWMA and the Meisters, she didn't get a chance to enjoy her newfound freedom from Medusa: she was given the choice of helping the members of Spartoi get into the book of Eibon to rescue Kid, or die. Cursing her rotten luck all the way, the witch did as she was told regardless, and it was sometime then-- with the hum of magic still in her bones-- that she found herself somewhere else entirely.
Abilities & Physical Abnormalities:
As with most witches in her world, Eruka's magic revolves around an animal-based theme. In her case, for reasons unknown, she's chosen frogs to pattern her magic after. Her dress and hat, the markings on her face, and even the spells she casts are related to frogs in some way. Even her mannerisms display the influence of her chosen theme. Her basic abilities are as follows:
Transformation: She can turn into a small, bright green frog. She can still speak in this form, and can manipulate small objects. She can't perform any other magic, however.
Tadpole Bombs: Her main attack. Eruka summons tiny tadpole-shaped bombs which can be timed, or can explode on impact when thrown. Explosion strength varies according to the number of bombs and their size; thus far, the largest she's summoned can still be balanced on one hand.
Arithmetic/Magical Calculation: The only non-frog related ability she's displayed thus far (though her chanting relies on frog-related words). It appears to have a variety of purposes, but its main one is to allow a complicated spell to be more accurately cast or to stabilize one already in progress. It seems to be a support ability rather than an aggressive one, given that it requires concentration and time to set up.
As for unique GFs:
Tadpole Jackson: She has a familiar, a giant tadpole called Tadpole Jackson. In canon, it's capable of flying, handling things with its tail, and usually sees the most use as Eruka's method of transportation.
? A non-elemental GF. When summoned, it inflicts a barrage of blows that causes minor physical damage, slow, and confusion to all enemies.
Since she has a recurring appearance in canon, this list of abilities may be added to if necessary; I'll let you know if it comes up!
Personality:
As a witch, Eruka lives for only one thing: destruction. All witches are influenced by the sway of magic, and nothing gives the frog witch greater delight than to get the chance to use any one of her many destructive magical spells.
Leaving her nature as a witch aside, Eruka seems like any other teenage girl: she laughs, she flirts, and she makes snide jokes at others' expense, and the playfulness she usually reserves for when she's blowing something up gets expressed in slightly less lethal form. When she isn't given a reason to actually put her witchiness on display, she's rather normal, though it would be a mistake to assume she's ordinary.
There's an immaturity to the way Eruka acts that isn't present in the older witches like Medusa and Arachne, not the least because of her comparative weakness. A rather unusually emotional witch, Eruka often fails to plan for the long term. Still, she's far from lacking actual intelligence. Her neurotic behavior may make it difficult to believe, but Eruka is a clever and competent witch, capable of performing complex magical calculations and spells. She is confident enough in her skills that she has no qualms ordering junior witches to support her while she takes the lead. She's also smart enough to put together the pieces about Medusa's plan to create more Kishin, demon gods formed from a corrupted soul that can inflict madness on those around them.
Around those whose company she feels relatively secure in, another aspect of Eruka's nature emerges: docile, clingy behavior manifests, and she may come to rely (unconsciously or otherwise) on their protection and goodwill. Though it's never explicitly stated, this behavior is probably borne out of an instinctive awareness of her physical vulnerability: many of the other witches have a guardian or a champion of some kind to do the proverbial heavy lifting when push comes to shove, but Eruka has failed to command any similar kind of loyalty.
Initially shown as cocky and confident, Eruka's recent history has left her painfully aware of how easily she's outmatched. Forced to serve as the witch Medusa's unwilling lackey (twice-over), she's humiliated a third time when the Meister Black Star captures her and forces her to aid DWMA, the witches' natural enemy.
Though Eruka has a great deal of pride in her abilities as a witch, keeping her dignity intact is less of a priority than keeping herself alive. Eruka certainly has no shame begging for her life when it seems like she might be about to lose it. Cowardly though it may be, the witch has no pretensions of heroism, and there's little doubt that her will to live is strong enough to rival a cockroach's: as long as she can see any way to survive, Eruka will take it.
What are your plans for the character in-game? She'll be pleased with the idea of a world without Medusa or DWMA in it, though SeeD rules will chafe before long-- as will hiding her nature as a witch. Working with her destructive impulses will be interesting, because it's practically a physical need like eating or breathing that she has to satisfy. She'll find ways of making mischief without blowing anything up to start with, I think, but sooner or later she might have to get up to something really big. I'm actually quite open to the idea of her becoming a failed SeeD, if circumstances lead to it.
Anything else? I'm trying to make a conscious effort to stick to the terminology used by the ~official~ English translation, since it works better (the DWMA is supposedly set in Nevada, hah).

If so, have you ever killed? Once or twice, but not directly. I'm not really a hands-on kind of girl.

I like having something to do, so I think that would be pretty exciting, you know~? As long as I didn't get stuck with the boring parts.

As long as I have the free time to, why not?

Anything that's more of a support role. I'm not really comfortable leading other people around...
iv) How talkative are you around other people?
[ She giggles. ] That depends on how talkative they are. I take my cue from what they seem comfortable with~
v) What three things would you want to have with you on a desert island? State your reasoning.
Food, water, and shelter. I want to make sure I survive long enough to be rescued!
vi) Is it important to be liked by a wide range of people?
I don't need to be liked, but it's important to get along with everyone~ You never know when you'll need to rely on them.
vii) When the odds are against you, is it worth taking a chance?
I think it's better to cut your losses when you can. Playing hero doesn't do anyone any favors when you have more to lose than to gain.
viii) Do you consider yourself to be an impulsive person?
That depends... but it's good to be able to think on your feet, isn't it? Being able to make quick decisions is part of that. I wouldn't consider myself more impulsive than most people, though.
ix) Would you agree that planning things ahead takes the fun out of life?
[ She laughs, but there's an uneasy sound to it. ] It's good to have a backup plan or two once in a while, right? You can't predict everything, but thinking ahead can keep you from getting into a jam.
x) Do you like surprises?
[ A wicked grin. ] Only if they're good ones, and only if I'm the one planning them.
xi) Do you sometimes wonder if there is something wrong with you?
Hah-- don't you think the only people who think they're perfectly normal are always the ones who turn out to be crazy? I wouldn't say I have any more or less self-doubt than the next person, I guess.
xii) Do you consider yourself to be smarter than your superiors, and disagree with their decisions?
[ A long pause, then a forced laugh. ] ... Let's just say I'm not interested in following the orders of someone who can't back up their talk, shall we~? A leader who can't command the loyalty isn't much of a leader at all.
