Phone lines in 3rd world countries!

So, I've spent the last 2 weeks struggling to get a phone line put into my new apartment. I've been told 10 times that the guy will come put it in tomorow, so just sit around and wait at your house from 9am to 3pm (those are the only hours Moroccans work during Ramadan). Of course the guy never shows up, and although my boss is very understanding, I still have lots of work to do. Finnaly the guy came and put it in yesterday. I paid 999.99 Dirham for a year of service which includes 30 Dirham a month of usage. If I go over that ammount, then I buy a phone card that recharges my account. Today I try to use the phone for the first time and I have NO CREDIT! How can my phone have no credit when I haven't even used it yet?! I have a feeling that I'm going to be spending more than my fair share of time in the Maroc Telecom office this week. Morocco makes me tired...
