Maybe you should choose yourself who would be a candidate and for what position based on your experience and knowledge. Otherwise it would be pretty much the same problem as having the President elected, and you both will need a good team if you want this to work.
But that doesn't apply to the President position because it would be more about popularity than about who's truly more capable, right? Doesn't that mean that you don't care to be in a Student Council filled with people who are just popular but don't care nor are any good at their positions? I can't think a Student Council like that would be very effective.

[ even shuri admits that there's a flaw in just picking people they want. ] We'll approach people best suited. Ah! And, we don't know everyone in the school, so it would be impossible for us to find the people best suited on our own! [ ... and a lot of work. ]
That's why I said that at least the Presidents should make a previous selection even among those who express interest, and then let the students elect who they want among those left. That way we're sure to get a strong and appropriate Student Council.
And you could ask the people interested to fill some sort of an application, you know, to help everyone decide. There's also the recommendation or supporting system, in which each interested person names three people who support their candidature and can confirm if they are capable or not.
That reminds me... What are you going to do regarding kidnappings? And when members get sent back home? In the latter case it would be legit to put someone else to fill the position but some people go home and return after just a few weeks with all their memories of this place and all.
[It wouldn't be nice to return after a week for Luceti and find out you have been replaced so quickly.]
And how will you know that the positions need to be filled? Not everyone's kidnappings get noted and people returning home may take a while to notice as well.
When it's confirmed they have gone home, voting will be opened again.

That's good to hear. A Student Council without president would collapse easily after all. Do I take you have an emergency plan for when experiments hit us as well? Some of them have proved to be quite dangerous regarding decisions and the like.
And what exactly will the council take care of? I mean, I understand the basics of its formation and objectives, but what about slightly more specific plans?

This place makes it difficult to have a standard council. We'll need to do much creative thinking.
