I believe that the addition of a Student Council will encourage students to participate more in school functions. It will provide the chance for them to make stronger bonds through activities encouraging education in other worlds, magic, and even life in Luceti itself.

I hope to see a strong show of support from our fellow students, so that we can move forward in this endevour together and make it a success.

Of course, the presence of a Student Council means we can organize more of these school functions. Aside from making the Luceti education experience a smoother and more pleasant one, it will also enrich the students' knowledge of, as you've said, other worlds and different cultures.

[How has she not thought of this.] Either we simply discard any decisions made during the experiments' time frame, or we assign everyone to look out for strange behavior. Odds are, the entire Student Council won't be affected at the same time.

If the experiment is severe, perhaps we should freeze council activities. If not, we can continue on with work and then review any choices we made once it's over.

Again, the problem will be whether we'll retain enough of our mental faculties to realize whether an experiment is severe or not.
