Yes, it does... the spending is below OMB baseline. The key here is that the OMB is a part of the Executive office of the PotUS. That is, like in a supermarket that first sets prices and then attracts customers with possible "savings", Dems and the PotUS himself have drawn a crazy baseline and now they pretend they actually reduce spending. Worse, nearly all those savings actually come after 2024. Only the decision on the next year budget (that is, FY2024) is actually binding, everything beyond that is a mere projection that may or may not come true. The current Congress cannot, under the US constitution, bind the next Congress.
When Bush the Junior announced a nearly 3 trln budget in 2000s with the "recovery package", dems were outraged. Now Dems push for a nearly 7 trln budget, and that's just fine. Repubs propose an additional 160 bln cut, which does not change the course of action. At all.
Inflation is coming. It will speed up. I no longer hope the crash can be avoided; I only hope Obkom at least crashes with the main street America, which will of course recover, while Obkom will not. And it might be that America crashes and the Obkom survives.
