[City!Dead might not have made much sense in Lily's mind but being a ghost does entirely. She's been turned into a Hogwarts style ghost and she's running about haunting people all over the City. Her primary focus is the library, where she's liable to be helpful or down right bossy.
After all she did take away all of that poor boy's books and tell him it was too pretty to be inside. She also 'helpfully' provided a stack of books to the girl in the corner that was spending her time daydreaming when she should be studying.
In the Gryffindor cabin, she's very likely to pick up wet towels left on the bathroom floor and plop them on the offenders head or if you're having a particularly bad day, she might just make the bed, tidy your room and make some tea.
If happening by the cafe, she might pour tea or swap out that sugary pastry for a piece of fruit or a bran muffin.
In short, she's going to Mom the whole City in ghost form whether you want it or not. Have fun with that.]
