Because in his arrogance and ignorance he was no better then those damn angels...and ignorant enough to claim demons are the only monsters in this world. That humanity, for all it's potential to change, is not what we have become in His arrogance.

... You need to remember here, I think, that humans aren't our enemies, even ones that we think are stupid and mislead. Why do you think I'm fighting for humans to keep their free will? So that people who are like him - on the side of... God, I suppose - can have the free will to change their minds about things like that.
God's the one who rules by fear. I'll probably have to do that for the demons I command, but I don't want to do that for humans.
