Are you sure? Something this big would involve a lot of people. I may not understand the situation fully, but if the enemy is common and in plain sight to all, then there should be some form of unity between the people that will fight against it.

They're in plain sight to the people who are in the Yamanote circle. The people outside of the circle are either in on it or have been kept in the dark as to what's going on, as far as I can tell.

If it were as simple as 'demons against demons', that would be one thing. But the Shomonkai have been handing out altered COMPs to people, with the Demon Summoning Program on it. And some people don't deal well with having that kind of power.
