I fundamentally disagree with pay-to-play games releasing pay-expansions.  The whole idea behind pay-to-play is that you are paying them to continue i) maintaining servers and forums, and ii) develop game content.  It is no better than theft to charge someone to develop an expansion, then charge them to buy it after they've paid to have it created.

Of course, pay-expansions are fine for games which are free to play after purchase.  Guild Wars has a very good pay structure... it essentially is a pay-to-play game, but if you want to play at it's original content level, you need not pay for expansions.
