This is Kuroro's idea of friendship.
Current direction of development in terms of CR:
Option A: There are certain people that Kuroro are interested in. He diligently tries to get them to like/trust/rely on him, and then he slowly reveals to them bits of himself. The plan is to identify the people who are still willing to be his allies despite knowing his background. These will be the people he can trust with his back, to an extent. Instant (and necessary) nakama get!
Option B: Alternately, piss them off and see if they're worth pursuing, and then start courting. Cycle through option A.

† Kurapika. whether the kid wants it or not.
† Shalnark.
† Machi.
† Shizuku.
† Prussia. Adoptive country. Funny.
† China. His teacher and adviser, in more ways than one. His friendship with China is a surprise, even to him - he had honestly thought that the man was intolerant at first, maybe interesting at best, but there's something about the country that makes Kuroro want to just keep talking to him. Kuroro's not exactly sure when he went from trolling China to using China to honestly regarding China as the single voice of credible opinion in the entire city. Sure China fussed, and maybe China could be a worrywart, but when China says something, Kuroro inadvertently finds himself trying to comply with most of it - even if he usually tries to give China's patience a run for his money.
It must have something to do with how China can balance himself with Kuroro's own difficult personality. The country is wise enough to know when to push and when to give way to Kuroro's quirks and habits, can give as good as he gets, and is witty enough to keep Kuroro on his toes. China's not a pushover, and Kuroro respects that. He has this way of trying to take care of Kuroro without being too much of a mom about it, constantly unfazed with what Kuroro does and accepting of things without any ulterior motives that Kuroro can see. There's a bit of a sport in trying to figure China out, but the moment Kuroro thinks he has it, China does something to surprise him every time.
You could say that China is a bit of a father figure, funnily enough. He's the one person in the entirety of Death City who can control Kuroro's actions, remind him that the city isn't actually his playground and the guests his toys, and make him genuinely recalibrate and rethink what he does. All this without sounding like a busybody or a hero about it, which is something that Kuroro can appreciate. Despite himself, despite the fact that Kuroro's not the sort to comply with anything except the Spider's rules, he finds himself seeking out China's approval on things and is overly pleased when China decides to conspire with him on the matter of his and Kurapika's partnership. He supposes that he just likes the challenge of it, but he's not really sure. For the moment, he'll roll with the entire thing and see where this friendship will take him. Right now, China has his loyalty, which is about the best thing he can offer, really.
† Sephiroth. Officially an ally, but there exists a constant power play. They're friends, if one can call it that, and in Sephiroth is a no small amount of investment from Kuroro. Kuroro wants to make sure that Sephiroth is not a threat to him and his partner, and he goes a surprising distance to ensure this by making sure Sephiroth stays as an ally. Oddly enough, he has a measure of fondness for Sephiroth. Investments were meant to be kept, even if he was a pragmatic person.
† Shishito Madoka. Someone from a world similar to theirs. A wild card for now and possible dangerous, but remarkably easy to manipulate. Welcome into the Ryodan, Shishito.
± Rhode is an odd one among his current allies. They're friends as far as friendship with Kuroro can go, and he spoils her, but there is always the underlying fact that they are dangerous to each other. At the moment, Kuroro knows that Rhode's been claimed by another meister -- pity that he couldn't use her anymore -- and has taken a step back from her.
± Mukuro is someone that ooze slime. Mukuro is not someone Kuroro would trust, but they have many things in common that makes the other man interesting to be with, if not actually pleasant. Dangerous, but to what extent?
Ø Kanda is a tough nut to crack as ever. Kuroro doesn't think he'll ever get Kanda to trust him, but if he can get Kanda to DO THINGS for him, who cares? At the moment, though, their relationship is extremely rocky. Kuroro would like to repair a bit of it, slowly and over time, but Kanda just tempts his trolling.
Ø Allen suspects him, which is part of the fun but also the difficulty. The next step is getting Allen to rely on him, ally himself with him, but this is hard with Kuroro's connection to Rhode. The kid has some strange ideals that Kuroro would like to understand, but they are possibly not normal at all, which may turn them into ammunition instead. Right now, though, Kuroro's out to troll the living shit out of him.
Ø Cloud Strife is Sephiroth's partner and obsession. Also Kurapika's friend. There are a lot of uses to this boy, if it weren't for the small detail that Cloud doesn't like him.
Ø Heine is funny, but not a target yet. Kuroro knows that something mad is lurking under all that, and he's interested enough, but he's not quite sure trolling is the way to go. For all intents and purposes, though, Heine only seems to get angry at him when Kanda is involved.
Ø Minato. A bro. Funny, and thinks so strangely it's very refreshing. Kuroro's not yet introduced him to the less legal aspect of his life, though.
Ø Hong Kong. His country? Another bro, if a little younger than his usual.
Ø Nataku. Weird kid, but funny. Possibly a pawn, and possibly someone he can use as a connection to the other creeper. Currently Kuroro's pet project, even if it's all effort and no particularly rewarding benefits. All in all interesting, like a puzzle (or a blank slate he can fill up).
Ø Badou Nails. Heine's friend and a tattle. Good guy, may be a bit of a coward, as far as Kuroro can see, but ultimately useful if he's picked and prodded carefully.
Ø Giovanni - Heine's brother. Kuroro remains wary of him -- in some ways, Giovanni is way, way more rabid than Heine. But for now, he just wants to see what Giovanni will do to Heine - and all those who have a stake on Heine. Tough one. Kuroro needs to back off for now.
Ø Kida - Interesting kid, and possibly one with interesting connections.
Ø Joshua Kiryuu - Hmm, a very powerful being in his world, who used to be Neku's partner, of a sort. Something about being a Composer, whatever that means, and comes from Japan. Kuroro is damn sure that he has enough clues on him to figure it out, but being from different worlds gives him the disadvantage of knowing what the hell is up with those names. Time to ask Neku (Neku, now -- this kid is pretty interesting in his own right, though not enough to make Kuroro pursue him. Like Cloud, Kuroro is more interested in making him become Kurapika's friend).
Ø Killua Zoldick is Kurapika's friend. We'll see how it goes.
Ø Sasuke - funny kid.

x Hisoka. There's always a measure of do not want when it comes to Hisoka. Kuroro has more reason to keep him alive than say, Kurapika, but keeping Hisoka at arms length, always interested and useful, is a taut balance to achieve. We'll see how it goes here. If for anything, Kuroro is sure the man is a meister, at least.
[Deceased] Crane, or Scarecrow as Kuroro has just recently found out. He seemed like a frail doctor at first, but underneath that pretty face lurks a dun dun dun dastardly villain. He knows that Crane hates him, is generally amused by this fact. After landing himself in prison, Crane somehow managed to get himself out of it with the help of witches. Was later found with the witches in Michigan and dispatched.
