There is more than you would believe, my young comrade. I may not know the full details, but within a city like this, there are bound to be those waiting to exploit it's already harsh life upon it's citizens for their own profit. And I am here, to make sure that doesn't happen!

And possibly to protect from monsters. Those can be quite a problem as well.
